The main value of signs is to provide useful information to travellers.

Most visitors wouldn't know whether this sign was saying "welcome, stranger" or "bugger off, you won't understand us".

So the sign fails in its principal purpose. It is pointless, gratuitous and unhelpful, as well as being a politically-correct waste of money.

I think you underestimate the intelligence of the average traveller. Most folk have come across bilingual signs before in Europe or even other parts of the UK
