Planning Question time Monday 7th July 7.30 p.m.

The names of all the local plans can be a bit confusing but what a lot of people are not confused about is that they think Nairn is not getting a good deal out of the system when it comes to planning locally and many of the usual suspects would cite the Nairn South saga as the latest evidence of that. 

On Monday night in the Community and Arts Centre the Joint Nairnshire, Croy and Ardersier Community Councils have invited Malcolm MacLeod, the head of Planning and Building Standards at Highland Council along to a meeting. The Councils state: 
"This will allow us to raise any questions or issues with the Plans and for Malcolm to explain the process of the development of all three plans and their passage through committee. Lastly, we want to know the application of the Plans when it comes to development and change of land use."

The plans are the Highland Wide Local Development Plan, Inner Moray Firth Local Development Plan and Nairn South Masterplan. 

Meanwhile unresolved issues in the Inner Moray Firth Local Development Plan (IMFLDP) will be examined by a Scottish Government Reporter. Unresolved issues in that one included (based on a quick browse of the document by this observer) the Showfield and further housing beyond the existing allocation on Lochloy Road, both of those issues attracted a large amount of comments from local residents. INNER MORAY FIRTH PROPOSED LOCAL DEVELOPMENT PLAN

NOTICE OF EXAMINATION


The above plan was submitted to Scottish Ministers on 24 June 2014 for examination. We are writing to you because you have previously made comments to the Council regarding this plan and the Scottish Ministers have been made aware that your comments have not been resolved. The local development plan is a document that sets out which types of development should take place where, and which areas should be protected from development. It also contains policies that inform the Council’s decisions on planning applications.


You will have made comments to a policy or proposal of the proposed local development plan which was published for consultation in late 2013.

An advertisement giving notice of the examination has been published in the Press and Journal (see overleaf for copy in like terms). It contains details of how to find out more about what happens next through the examination process.

If you would like to see the plan which is being examined, a copy is available for public viewing at the address below, other principal council offices, every public library serving the plan area and also on the council’s website.

NOTICE OF EXAMINATION OF UNRESOLVED ISSUES FOR THE INNER MORAY FIRTH PROPOSED LOCAL DEVELOPMENT PLAN

THE TOWN AND COUNTRY PLANNING (SCOTLAND) ACT 1997

THE TOWN AND COUNTRY PLANNING (DEVELOPMENT PLANNING) (SCOTLAND) REGULATIONS 2008

On 24 June 2014, The Highland Council submitted to Scottish Ministers the above plan for examination.

The Scottish Ministers have appointed Stephen Hall BA(Hons) BPI MRTPI as a Directorate for Planning and Environmental Appeals (DPEA) reporter to carry out the examination of the above plan. Additional reporters may be appointed to aid the speedy delivery of the report.

The Council has provided the reporter with summaries of the issues (known as Schedule 4 Forms) it considers should be assessed at the examination. These summaries and other information and documents provided by the Council in connection with the examination can be inspected free of charge during normal office hours at the Council Headquarters, Glenurquhart Road, Inverness, IV3 5NX or via the Council’s website www.highland.gov.uk/imfldp . The plan is on public deposit in all public libraries and principal Council offices within the plan area.

Information about the examination, the Schedule 4 Forms, Further Information Requests, Further Information Responses, Documents Lists, any Hearing Statements and, in due course, the Report can be viewed on the DPEA website
