Should Highland Council start charging for what up to now has been a free service?

Perhaps we need a Gurn poll on this one? And then there is the 'free' rain which also washes your car and the wind that hoovers it if you leave the doors open

Clearly we need a new weather tax to make up the shortfall of monies that Highland Council have lost through the council tax freeze?
